They are two different organisations, so yes.
Housing benefit is a benefit paid out by local councils to those on a low income or on other benefits(see below) and is to cover rental costs – now usually called local housing allowance ( LHA)
The DSS ( department of social security) is now known as DWP ( department of work and pensions) and they are the people that pay out the various benefits to the unemployed, sick, disabled etc – eg JSA, Income support, ESA, DLA, Attendance allowance , carers allowance etc etc
