How to buy a property marked in red in GTA San Andreas?

hey !! i wanted to know are there any chits to buy property marked in red in GTA san andreas!!! I have reached those points without completing missions but by using a jetpack.

    there’s no cheats that can allow you to buy red properties, the only way is to do a certain amount of missions then it will turn green.
